Objectives:
1- Paying attention to continuing university education, direct education, e-learning, distance learning technology, and open education.

Programme of Action :
1- Adopting the curricula adopted in the most prestigious international universities, and the internationally accredited curricula in accordance with the international quality standards for the new colleges.
2- Working according to the open and virtual learning curriculum for colleges that do not require laboratories and full commitment to attend within the international quality standards concerned with that, in addition to traditional direct education.
3- Opening applied for scientific colleges within the available capabilities that meet the international quality conditions.
Article (8):
The terms of reference, tasks, and responsibilities of the levels of the organizational structure are as follows:
First: Board of Directors:
The Board of Directors consists of:
1- Council President (founder) – University President.
-2 Vice Presidents of the University.

4- Financial Director.
5- Contributors.
6- Heads of foreign branches.
Second: University Council:
And it consists of the president of the university’s board of directors, the university president, vice-presidents, those in charge of the university’s faculties and departments, and the university secretary.
Third: The Board of Trustees
The Board of Trustees consists of scientific and academic personalities and well-known international figures and is at a great level of competence and knowledge and its mission is to work to support the university in all aspects that work at the university needs, especially communicating with scientific and academic institutions and representatives of countries that sponsor science, education and culture affairs, and the establishment of agreements and protocols in the name of the university To upgrade it.

Fifth: Duties of the Board of Directors:
1- Laying down public and private plans and determining the policy and priority of the requirements and strategy of the university.
2- Approving all university council decisions and has the right to veto and repeat.
3- The university president, his deputies, faculty deans, administrative staff, and employees shall be appointed.
4- The university’s financial and administrative law is enacted, determines the aspects of disbursement, draws the university’s financial plan, and is considered the contracting council for the expense.
5- It meets periodically every month or whenever the need arises.
6- Decisions are taken by a majority, not by consensus.
7- The Speaker shall represent his deputy in the event of his absence.
8- The Board of Directors has the right to invite whomever it deems appropriate to attend some meetings of the Board of Directors as needed and necessary.
Article (9):
Organizational Chart :
1- University President:
_ The university president manages the university’s scientific, educational and research affairs, all within the limits of the plans drawn up by the board of directors.
_ Supervises the preparation of the scientific, educational and research plans for the university.
_ Prepares the plans to complete the university’s needs of the teaching, educational and administrative bodies and laboratories.
_ Prepares and supervises the implementation of plans to develop the scientific, technical and linguistic level and the educational qualification of the scientific workers at the university.
_ Supervises the application of the educational performance evaluation system and the development of the scientific, technical and linguistic competence of the teaching and educational staff members and their performance of scientific and research duties.
_ Preparing plans to complete the university’s need for facilities, equipment and tools.
Maintaining the level of university performance in terms of scientific, educational, research, administrative and financial aspects, and following up the implementation of university councils’ decisions.
_ The president of the university may entrust any of his deputies to study or decide on the topics he deems fit, and he may delegate, by a decision from him, to any of them, within the limits of his competence, the matter of permanently deciding on certain topics, and the mandate is circulated in this case, and he informs the university board of directors.
– He shall appoint a president for each branch of the university under a special authorization after the decision of the board of directors

_ Assist the president of the university in monitoring the level of performance at the university in terms of administrative, financial and student affairs, and in following up the implementation of the decisions of the university’s board of directors.
-3 Vice-Presidents of the University:
_ They are appointed by the Chairman of the Board of Directors after the approval of the Board by the majority and the opinion of the Board of Trustees is sought, provided that he is qualified scientifically and academically.
_ The deputies shall assist the president of the university in managing scientific and educational affairs, scientific research and graduate studies affairs at the university, and in particular they have:
Considering matters delegated to them by the university president.
Submitting proposals to the president of the university and to the Council of Scientific Affairs in everything related to scientific, educational and scientific research matters at the university.
_ Helping the president of the university in monitoring the level of performance at the university from the scientific and educational aspects, and in following up the implementation of the decisions of the university’s board of directors.
4- Dean of the Faculty:
_ To be appointed by the Board of Directors, provided that he is a full-time teacher, as a minimum.
_ The dean of the faculty is responsible for managing the Facultyand running its scientific and educational affairs, scientific research and postgraduate affairs, within the limits of the plans drawn up by the university’s board of directors, and in particular:
Submitting proposals regarding the educational and scientific plan, scientific research and postgraduate studies in the Faculty.
_ Supervising all Facultyemployees.
_ Submit proposals regarding the completion of the Faculty’s need for educational, laboratory and administrative bodies and raise the level of members of these bodies.
Submitting proposals regarding the completion of the Faculty’s need of facilities, equipment, mechanisms, tools, and others.
_ Work to maintain order within the Faculty and monitor the progress of work and examinations there, and inform the president of the university everything that may affect this.
_ The dean of the faculty may entrust any of his deputies to study or decide on the subjects he deems fit, and he may delegate to any of them, within the limits of his specialization, the matter of permanently deciding on certain topics, and the mandate must be circulated, in this case, to the departments of the faculty and inform A copy of it to the presidency of the university.
_ The dean may delegate the powers of the absent from his two deputies to the other deputy.
_ When the post of the dean becomes vacant, the president of the university entrusts one of the vice deans to practice the dean’s functions.
5- Vice Dean for Student Affairs and Administrative Affairs:
The Vice Dean for Student Affairs and Administrative Affairs shall assist the Dean of the Faculty in managing the Faculty, Administrative, Financial and Student Affairs, and in particular:
Considering the matters delegated to him by the Dean of the Faculty.
_ Submitting proposals to the Dean of the Faculty in everything related to the administrative and financial affairs of the Faculty, and submitting proposals to the Dean of the Faculty and to the Directorate of Student Affairs in everything related to their affairs.
_ Assisting the Dean of the Faculty in monitoring the progress of the Faculty’s work in terms of administrative, financial and student affairs.
6- Vice Dean for Scientific Affairs:
The Vice Dean for Scientific Affairs assists the Dean of the Faculty in managing the faculty’s scientific and educational affairs, scientific research and graduate studies affairs, and in particular:
Considering the matters delegated to him by the Dean of the Faculty.
Submitting proposals to the Dean of the Faculty in everything related to scientific and educational matters, scientific research matters and graduate studies in the Faculty.
_ Helping the dean of the faculty in monitoring the progress of work in the Faculty in terms of science and education and in matters of scientific research and graduate studies.
7- University Secretary:
The university secretary, under the supervision of the university president, assumes the following powers:
A- Carrying out the secretariat of the University Council.
B – Monitoring the progress of work in the departments of the university at the university and coordinating between them.
C- Following up on the implementation of the decisions of the university councils and the decisions of the university president and his deputies.
D- Deciding on what the university president is entrusted with.
C- Conducting studies assigned to him by the President of the University.

Article (12)
The university has the right to contract in order to provide academic expertise and advice and to contract to conduct distinguished scientific research and studies, as well as distinguished scientific auditing, qualification and training, and it assigns faculty members to carry out these works under the supervision of the university.
Article (13):
_ The University Council determines the study system to be followed and its provisions in the Faculties (annual, quarterly, credit hours) and sets the organizational structure and study plans accordingly.
_ The internal regulations of the Faculties define their study plans, and these plans indicate the courses in which they are taught, how they are distributed among the years of study or their semesters, the number of hours allocated to each course, and the department that teaches them or supervises their teaching.
_ The vocabulary of each course is determined by a decision of the Council of Academic Affairs.
_ Course teaching can be transferred from one semester to another by a decision of the Faculty.
_ The University Council determines the start and end of studies according to the academic system approved in the Faculty and determines the dates for the start and end of exams according to the study system followed in the Faculty.
Article (14)
Examination system at International Suleiman University:
_ The University Council determines the start and end dates of the exams according to the study system followed in the F.
_ The dean of the faculty, headed by him or under the chairmanship of whomever he designates from among his two deputies, shall form the general monitoring committee (monitoring) from among the members of the educational body and administrative workers, and the task of this committee is to record grades, review and prepare examination results.
_ The University Council, after taking the opinion of the Faculties’ Councils, sets the rules governing the results of the various course exams.
_ The president of the university may, at the end of the examination session, set up scientific committees based on the proposal of the faculty dean concerned, to study samples of examination papers from various specializations in order to assess the student’s performance and to determine the methods of evaluating this performance and submitting appropriate educational suggestions.
_ No student enters the examination hall after the questions are distributed.
_ It is not permissible for the student to accompany him in the examination room or any means of communication or everything related to the course or a paper, even if it is empty of writing, except for what the dean permits upon the request of the course professor, and the answer must be written on the paper submitted by the Faculty.
_ It is forbidden for students to speak during the examination or to do any work that violates the examination system, and in the event of a violation, the president of the hall warns the violating student, and if the student repeats the violation, he will be taken out of the examination room and his examination is considered null in the course in which he committed the violation and he is given a zero score.
_ Every student who finds something related to the course is removed from the examination room and his examination is considered null in the course in which the violation was committed and referred to the Disciplinary Committee, and in the event that the violation is proven, he shall be denied entry to the exam of the courses that follow him and he is given a score of zero, and for the dean or his representative or The hall president may search or order the student to be searched if strong evidence is found calling for suspicion that the student is in possession of anything related to the subject of the examination.
_ Every student who tries to cheat in any way or is caught cheating in the exam is taken out of the examination room, and his examination is considered null in the course in which he committed the violation and referred to the Disciplinary Committee, and if cheating is proven, his examination will be canceled in all the exam course decisions and given a zero score.
_ A student is punished with dismissal from the university if it is proven that he impersonated someone else with the intention of taking the exam on his behalf, and likewise the student who admitted someone instead of him for this purpose and each of them is referred to the judiciary.
_ The student is removed from the examination room in the previous cases by the dean, his representative, or the hall president.
_ In all cases, a seizure of the accident shall be organized and submitted to the dean of the faculty.
_ The instructor of the course sets the questions of the written exams, provided that they are comprehensive for all parts of the course and are multiple and proportionate to the exam period. The dean of the faculty and the head of the department have the right to view them.
– The Faculty Board determines, based on a proposal, the duration of the written examination for each course, and this shall be at the beginning of the academic year.
The university administration has the right, exceptionally, in the current Syrian circumstances, to decide to conduct electronic examinations for university students in the various theoretical branches only according to the internationally approved electronic examination programmes.
Article (15):
_ The successful student is granted in all the curricula of the study plan applied to him in the degree of university degree that is presented to him, a certificate signed by the Dean of the Faculty and the President of the University, and the University Council determines the model for this certificate based on the proposal of the University Council.
_ The successful student in all the academic plan decisions applied to him is given a graduation document signed by the dean of the faculty or his representative, and the student may be given a certificate signed by the dean of the Faculty or his representative indicating the courses he studied and the grades he obtained, and it is also permissible to be given whoever wishes to Students or graduates of the Faculty certified from its records, including any of the data mentioned in these records in accordance with the instructions related to this.
_ The student does not deliver a bachelor’s certificate or any document or attested unless he shows evidence indicating his clearance towards all concerned authorities at the university.

Article (16):
The University Council sets the provisions governing the transfer from the academic year in which he is registered to the next academic year according to the approved academic system.
Article (17):
Discipline:
Every violation of university laws and regulations necessitates a violation, and in particular:
_ Actions violating the regulations of Faculties and university facilities.
_ Cheating in the exam, initiating it, participating in it, facilitating it, or breaching the examination system.
_ Acts that violate public morals, good conduct and behavior inside or outside the university, which harm the reputation of the university.
Misuse of the university premises or damaging or destroying equipment or materials.
Disciplinary penalties are as follows:
Verbal alert.
_ Written warning.
Warning.
Preventing the student from taking the exam in one or more courses in one exam session.
Deprivation of the exam in one examination session.
Dismissal from the Faculties for a period of more than three months.
Final dismissal from Faculties.
Final dismissal from the university.
_ Punishment is increased in case of repetition of the violation and decisions issued with disciplinary penalties are kept except for verbal and written warning in the student’s file, and the final dismissal results in not allowing the student to register or sit for exams in the Faculties.
Article (18):
Sanctions are imposed from:
A- Chairman of the Board of Directors.
B- The Dean of the Faculties.
C- The president of the university after consulting the dean of the faculty.
D- University Council based on the proposal of the Disciplinary Committee.
In all cases, the penalty shall not be carried out except after approval by the University Council.
Article (19):
International Suleiman University operates in the style of open, virtual and traditional education in a narrow and within the available capabilities and in line with international quality standards and is subject to the regulations and regulations that the Ministries of Higher Education and Scientific Research operate in similar international universities, within the branches and specializations that can be applied to the open and virtual education programs, As for the scientific specializations that require laboratories and research centers, their programs remain within the traditional education system.
Article (20):
Postgraduate program
The university allowed students to complete their postgraduate studies in the master’s and doctoral levels according to the conditions stipulated within the approved international regulations, as the master’s program approved the study of 33 credit hours distributed between research courses presented in the first year and a scientific research thesis presented in the second year.
As for the doctoral program, three semesters have been decided to study doctoral research courses in addition to three semesters to complete the doctoral thesis that is one of the program’s complements, so that the researcher obtains the rights and privileges of this degree. Recommendations and decisions issued by the Board of Directors and the Presidency of the University are part of this bylaw
